Preface and Theme

The Paris Agreement does bring us a new hope of the climate action and a daring vision of 2050 net zero. However, new issues emerge during the implementation of the rules and the fulfillment of the treaty goal. Illustrated below are some the major issues mostly addressed lately and have been taken as the main topics for this year’s deliberations.

Theoretically speaking, after the rulebook promulgation, the Paris Agreement has been legally enforceable. Amongst all the issues ahead, an ambitious NDC has been constantly promoted to cope with the ongoing extreme weather challenges. In additions, it’s believable that we can hardly achieve the 2050 goal of net zero without including the innovative negative emission technology, e.g., CCSU, and other nature-based carbon removal solutions in the carbon mitigation pathway. 

While both the rationality of NDC ambition and the hidden environment concerns in relation to CCSU and/or nature-based solutions have incurred the policy debate and possible litigation trends, the last puzzle of the Paris Agreement, “Loss & Damage,” on the other hand, is supposed to be formalized in the COP28 negotiation and need be completed with very innovative approaches, e.g., insurance scheme.

Envisioning the deadly threat of irreversible climate change, people, especially the business community are now convinced with the urgency of facilitating the low carbon paradigm shifting in the world. In turns, the significance of recycling economy is well recognized by the society and being taken by the business leaders as part of their ESG compliance practices. 

Trying to deal with all these issues fairly, it becomes necessary to turn back to the long term and persistent carbon pricing instrument, the market mechanism. In Article 6, the Paris Agreement provides with us a new collective/collaborative carbon mitigation mechanism, which encourage a fast developing trend of voluntary carbon market in the world.  

To sum up, in “2023 Euro-Asia Forum on Climate Change & Environment Sustainability,” NDC, CCSU, Nature-Based Solutions, Climate Litigation, Loss & Damage and Insurance, Recycling Economy and Voluntary Carbon Market will be included as the topics for European and Asian professionals’ deliberations.
